Store Policies

SALES POLICY
All sales are considered final; no returns or exchanges will be accepted. All items are sold in “AS-IS” condition, regardless of description, without any warranties, whether expressed or implied, including, but not limited to, any implied warranty of merchantability or fitness for a particular purpose. Further, we disclaim any warranty on the condition of any item sold.

We do not assume, or authorize, any person or persons to assume on our behalf, any liability in connection to the sale of any items sold by C&T Electronics (and, by association, Fuller Electronics & More). The above disclaimer does not, in any way, affect the terms of any applicable warranties from the manufacturer of the item sold.

BUY-PAWN POLICIES
The following FAQs do not pertain to anything related to gift cards. Please review our gift card buying policies for more information regarding that topic. Should you have a question that is not answered below, contact us or give us a call at 619-500-3349.

Are you licensed buyer and/or pawnbroker?
Yes. We are a licensed secondhand dealer and pawnbroker in the state of California and report all transactions to the San Diego County Sheriff’s Department (SDSO). Our license number is 000000946.

What do you offer on items?
With the exception of precious metals, jewelry, and pawns, we typically offer between 25%-50% of the recent, trending sold value of an item according to eBay, in which used items are considered “used”, and brand new are considered “new-other”, “like new” or “used”, depending on several factors. Precious metals and jewelry are appraised using our refiner’s schedule, as well as the current value of precious metals by weight and karat. The offer we give is approximately 30%-50% of that estimate. Pawn offers (excluding precious metals and jewelry) require each item to have a minimum recent, trending sold value of $100 or more, according to eBay, under the same condition-related considerations mentioned above.

Do I get cash for my items?
Yes. If you accept our offer we will give you cash for your item(s). There are no checks or wiring of funds.

How do you weigh gold and silver?
We weigh gold in grams and silver in troy ounces.

Do you buy jewelry?
Yes, but we may need to send the item(s) to our jeweler, which can take at least one business day to be evaluated and properly appraised. This may also done for gemstones.

What do you buy?
Jewelry, Diamonds, Electronics, Computers, Laptops, Tablets (Non-Carrier), Gaming Consoles, Gadgets, Small Appliances, Power Tools, Gold and Silver. This list does not necessarily reflect our current stock.

Why do you not buy or pawn cell phones or smartphones?
Today, most cellphones, smartphones, and even some tablets are not considered the property of their “owner”. There are two main reasons for this.

First: In most cases, the owner is making payments on the device, and is compensating for it on a month-to-month basis with their telecommunications carrier as an add-on fee to their service subscription. They are obligated to pay for the financed device in full or return it as part of a 12/18/22 month trade-in program (ex: Samsung Forever, iPhone Forever). This is considered an item that is lease-to-own (and “on loan” for trade-in programs). It also applies to devices subsidized on 24-month service contracts. Thus, the phone is not the “yours” until you either complete the contract or pay off what you owe on the device.

Second: Most people are not aware that you may need permission from the carrier to sell your device. It may need to be released from your account with your carrier as well. Smartphones and some tablets today have a unique number associated with the device called ESN, IMEI, or MEID. This number is associated with your account with the carrier. If the owner of the device stops paying the carrier’s bill or reports the device stolen, the ESN/IMEI/MEID will be blocked from being activated by the carrier and possibly any other carrier as well.

This is especially prevalent with Apple devices, which uses Apple iCloud to both store data and protect the device. Microsoft devices use a similar service called Microsoft Cloud Protection and Android devices use Google Cloud Platform. In order to sell a device using any of these operating systems, they must be completely disassociated with the corresponding Apple/Microsoft/Google account.

To note, while it is possible to check this information on websites like Swappa, we know, based on experience, that this method of examination is not foolproof. Thus, we generally do not take a chance by purchasing these devices. In the future, we may change this policy; however, we will only purchase devices that are either unlocked or with a major carrier (AT&T, Verizon, T-Mobile or Sprint) and are placed on a selective list of newer, popular devices.

What do you not buy or pawn?
Art, Casino Chips, Cutlery, Flatware, Weapons, Firearms, Cellphones, Smartphones, Collectibles, Comic Books, Currency, Memorabilia, Machinery, Medical Devices, Platinum, Palladium, Handbags, Purses, Wallets, Perfume, Cosmetics, Chinaware, Antiques, Vehicles, Furniture, Clothing, Sporting Goods, Toys, Musical Instruments, Signed Items, Glasses, Movies, Paintings, Video Games, Medium-to-Large Appliances and Retro/Vintage Items. We may, at our sole discretion, decline to buy or pawn an item even if it is not in the list of exclusions above, for any reason.

Do you offer trade?
Depending upon your situation and what you are selling, you may trade something in-store for your item, provided it is the same value or any difference is paid.

Do I need an appointment?
No. During regular business hours an appointment is not necessary; however, we recommend you call us to schedule a free consultation in order to guarantee time to be set aside for you to discuss your item(s) with us. We may also reserve a parking space for you. Without an appointment you may need to wait and parking availability is not guaranteed.

Can I sell or pawn to you if I live out-of-state?
No.

What type of identification do you take?
Most state and federally issued IDs are accepted, but must be valid and up-to-date. We do not take temporary cards. Our accepted forms of identification are: State Driver’s License, Passport, Passport Card, Permanent Resident Card, State-Issued Identification Card or Military ID. All forms of identification may be checked against a nationwide criminal database and DMV records.

How old do I have to be to sell or pawn something?
You must be at least 18 years old with proper identification (see above).

Do you take broken gold and silver pieces?
Yes, you can sell them regardless of the condition.

What condition do tools and electronics need to be to sell or pawn them?
All tools and electronics must be in good working condition with a clean, “very good” appearance. Electronics should be between three (3) months to three (3) years old, depending upon the item. Tools should be no more than two (2) to eight (8) years old, depending upon the type and manufacturer. All items with a screen must be unscratched and in excellent condition. Video game consoles and accessories must be PS4, Xbox One, or Nintendo Switch; they must also be pre-released from their designated “primary” account, if applicable.

Desktops, laptops, ultrabooks, netbooks, chromebooks, and other computer-like devices must have a legal copy of Windows OS 8 or later, Mac OS X Sierra or later, or Google Chrome OS; alternative OSs like Ubuntu, Chromium and Phoenix are not accepted. Tablets and similar mobile devices must have Android 6.0 (Marshmallow) or later, iOS 10 or later, or Windows 10 or later. All computers, computer-like devices and mobile devices must be completely disassociated with their corresponding OS’ cloud and/or app protection accounts, paid for in full, and not blacklisted. In addition, they must not be associated with a carrier.

If a password is on any electronic device, disclosure of such password will be required prior to sale or pawn, including any administrative passwords, if applicable.

Do you consign?
No, we do not consign.

Do you offer financing?
Yes, through Acima lease-purchase financing program. Upon approval, you can get financing for in-store purchases from $100 to $5,000, with little or no money down. Financing is not available for television repair and other services offered.

Do you pawn?
Yes, we do pawn-type loans. The loan is for 120 days and requires collateral (the item being pawned). If you do not collect your item after the term (plus ten (10) days grace period), it will be forfeited to the pawnbroker. To collect the collateral for the pawn you must pay back the loan in full, plus interest and any applicable fees. Payments will not be accepted and you must have your pawn ticket to redeem, or else you will have to pay a nominal fee. Only cash will be accepted; no wires, checks, credit/debit cards, or cashiers checks. Additional terms and conditions can be found on your Borrower Affidavit.

Can I get my merchandise back after selling it?
No, items cannot be reclaimed.

Do you offer layaway?
Yes. We offer an up to 30-day layaway period on items sold in store. A Layaway Agreement will need to be signed and a non-refundable deposit of between 10%-50% of the total balance given after endorsement. Layaways are available to customers of at least 18 years of age.

What information do you collect?
As required by state law we are required to collect the following information for each transaction: full name, current address, phone number, date of birth, race, sex, eye color, hair color, height, weight, identifying marks, thumbprint, signature, current photo, and all details about your item(s). We will also require your Social Security number when you pawn to check your MLA status.

Is my transaction confidential?
All transactions are digitally archived for three (3) years and records are available to law enforcement agencies as required by state and federal law. Other than requests from law enforcement for such records, all transactions are private and not shared with anyone.
